Caroline Decker to lead federal government affairs for WSP USA

WASHINGTON DC – Caroline Decker, former Vice President of Amtrak, joined WSP USA, a leading engineering and professional services consultancy, as Vice President of Federal Affairs.

In his new role with cabinet, Decker will be responsible for engaging federally elected and appointed officials, overseeing and developing policies that impact WSP’s core business services. She will also provide strategic advice to internal management to advance high priority initiatives to achieve business goals.

Decker succeeds Cathy Connor, who retired in June after 32 years at WSP.

Under his strategic leadership at Amtrak, Decker was responsible for growing revenues and ridership while continuously improving the delivery, reliability and consistency of products and services in the Northeast Corridor. She focused on transforming and improving the overall customer experience at stations and onboard Acela and Northeast Regional services and was responsible for the implementation and readiness planning to support the introduction of the new fleet of Acela trains being manufactured in Hornell, New York. Previously, she was Vice President of Corporate Communications and Government Affairs at Amtrak.

Prior to joining Amtrak, Decker was Chief of Staff, Legislative Director, and Transportation Advisor to former Tennessee Congressman Bob Clement, who was a senior member of the House Transportation and Infrastructure Committee and a distinguished member. of the Railways Subcommittee. She has also served as the Vice President of Legislative Affairs for the American Trucking Associations and has energy industry experience with the Tennessee Valley Authority and Ashland Oil.

A resident of Washington, DC, Decker holds a BA in Political Science from Arizona State University and an MBA from the McDonough School of Business at Georgetown University.

Decker was a founding member of “Notch 8 – Women of Amtrak”, Amtrak’s first company-wide female affinity group.
